The people of Kosovo, in their desperation (57% unemployment in 1989!)
supported the Kosovo Liberation Army.
The KLA knew that attacking the Serb minority in Kosovo would lead to
retaliation from Serbia in such a way as to make NATO intervention
inevitable. The so-called massacre in Racak that sparked the NATO bombings
was questioned by two French newspapers.
It seems to have actually been a skirmish between Serb police & the KLA.
The KLA later dressed their dead in civilian clothes,
and no spent cartridges or blood was found at the "massacre" site.
Now NATO finally has its long-term military base for operations
within the region.
